Create a Filter that can be shared across multiple Dashboards

Introduce a Shared Filter that can be used across multiple Dashboards where users can view, open and edit shared filters without needing to locate a gauge that contains them.

Currently the workaround is to create a temporary gauge solely to add a shared filter for a specific dashboard.
