Add PSA Change Approval metrics

This request is to add metrics from the PSA Change Approval to BrightGauge for reporting. This would include information such as number of approved/rejected projects, as well as an extract of the CR data into a gauge / reports.

Yes. This would be great. I am not sure why this does not already exist given the importance of change management.
