enable auditing on dashboards
all changes to all part of the system should be audited. gauges, reports, dashboards - everything.

Adding users/viewers into this as well. We had a viewer that appears to have been removed but we are unable to determine by whom or what date nor do we know what dashboards the viewer had access to. We need to be able to get audit details of all aspects of the platform.
