Return ability to arrange resources in My ConnectWise Hub

The handles to arrange resources in the Resources tab of My ConnectWise Hub are broken.  Support stated this functionality was no longer available per the Application Services team and that an Enhancement Request would need to be submitted.

This functionality is important to keep the Resources tab organized.
